The publication of the Independent Review of Police Officer and Staff Remuneration and Conditions by Tom Winsor, known as Winsor 2, contains suggestions which if adopted will radically change not only working practices but recruitment and the structure of the police organisation as we have traditionally come to understand it. Acknowledging the economic, political and social challenges that face policing in the future, this report contains many recommendations and builds upon the first report published in October 2010.

Winsor 2 contains many recommendations which seeks provide senior police managers with the tools to be responsive to challenging times, to ensure that those who perform the most arduous tasks are rewarded properly, to potentially recruit from the best and the brightest, and to deliver such in an economical, efficient and effective manner.

This paper will consider the most pertinent points from the reports concerning the impact on the economy and efficiency of policing and focus on discussing possible impactions for the police service.
