This Data Insight uses linked administrative data to explore the levels of fluency in the Welsh language among different groups of young people in Wales at both compulsory and non compulsory stages of education. Forty percent of those children recorded as having no Welsh skills in the 2011 Census are recorded as being able to speak Welsh at Key Stage 4 – albeit not fluently. We find that parental Welsh-speaking ability is a stronger predictor of being able to speak Welsh at school. There are also discrepancies in the recording of Welsh fluency between school and university. Those who are recorded as non fluent Welsh speakers at school tend to record themselves as not being able to speak Welsh at university.
